SB2020 codifies specific parental rights and protections, updates disclosure requirements, and gives parents a civil remedy when those rights are violated.

OUR POSITION

SB2020 does something that too many parental rights measures stop short of doing: it makes those rights enforceable. By authorizing civil actions when a parent or legal guardian's rights are violated, the bill moves parental authority from a statement of principle into a practical legal protection that institutions must take seriously. Rights without remedy are, in practice, no rights at all.

Scripture places the formation of children squarely with parents. Deuteronomy 6:6-7 instructs parents to teach their children diligently, and Proverbs 22:6 calls them to direct a child in the way he should go. These are not suggestions offered to the state on behalf of families; they are responsibilities assigned to mothers and fathers. Legislation that reinforces this order reflects a sound understanding of how authority over children is properly organized.

The bill's modification of disclosure requirements is especially important in the current environment. Across the country, parents have encountered situations in which schools, counselors, or healthcare providers have withheld significant information about their own children. Updating disclosure requirements closes gaps that allow institutions to treat parental involvement as optional rather than fundamental.

Critics sometimes argue that strong parental rights legislation interferes with the role of professionals who work with children. That concern inverts the proper relationship. Professionals serve families; they do not replace them. This bill does not diminish the valuable work of educators or healthcare providers. It simply ensures that parents remain informed and authoritative participants in decisions affecting their children.

The American Council supports SB2020 and encourages the Oklahoma Legislature to move it forward without delay. Families across the state deserve the clarity and protection this bill provides, and the law should reflect what Scripture and sound governance have always recognized: parents, not institutions, bear primary responsibility for raising their children.
