A2219 creates a state-funded infrastructure of training, security grants, and loans designed to expand abortion access in New Jersey; the American Council urges its defeat.
OUR POSITIONA2219 would establish the "Reproductive Health Care Access Fund" as a permanent, non-lapsing fund within New Jersey's General Fund, drawing on state appropriations, interest earnings, and other accepted sources to finance three distinct programs. Those programs are a Clinical Training Program, a Security Grant Program, and a Facility Loan Program, each channeling public dollars toward expanding abortion services throughout the state. The American Council believes that no public treasury should be turned into a dedicated engine for expanding abortion, and we call on every legislator of conscience to vote against this bill.
The Clinical Training Program, housed in the Division of Consumer Affairs, would contract with a coordinating organization to administer grants to at least two licensed health care facilities and explicitly aims to expand the number of abortion-trained professionals and to increase racial and ethnic diversity among them. A state program designed and funded specifically to grow the abortion provider workforce represents a profound misuse of government resources, and the American Council is firmly opposed to it.
The Security Grant Program would route state funds through the Office of Homeland Security and Preparedness to reproductive health care facilities the Director determines are at high risk of unlawful activity, covering the hiring of security personnel and the acquisition of target-hardening equipment. The Facility Loan Program would authorize the Commissioner of Health to award loans to establish or renovate facilities, invest in technology, and recruit and retain staff, all for the purpose of increasing abortion services. Together these two programs would commit New Jersey taxpayers to subsidizing the physical infrastructure of abortion delivery at a level the American Council finds deeply troubling and morally unjustifiable.
Of particular concern is Section 6(c), which authorizes the Commissioner of Health to adopt emergency regulations immediately upon filing with the Office of Administrative Law, bypassing the standard Administrative Procedure Act process for up to eighteen months. Stripping ordinary administrative safeguards from a program of this scope and sensitivity removes the transparency and deliberation that the public deserves. The American Council regards this as an additional reason the bill must be rejected.
The bill also directs the Department of Health to conduct a statewide needs assessment that explicitly examines the impact of other states' abortion restrictions on New Jersey's provider network. This signals the bill's intent: to position New Jersey as an intentional destination for abortion services that other states have declined to subsidize. We believe that is not a role New Jersey government should embrace, and we urge every member of the Legislature to stand against it by voting no on A2219.
A2219 was introduced on January 13, 2026, and referred to the Assembly Community Development and Women's Affairs Committee, where it currently sits without a recorded committee vote. The bill's placement in a committee whose jurisdiction aligns closely with its subject matter, combined with the fact that it carries a dedicated appropriation and an immediate effective date, suggests sponsors drafted it for forward movement rather than symbolic introduction. Constituent contact directed at committee members and at the full Assembly caucus carries the most weight while the bill remains in committee and before any vote is scheduled.
