OUR POSITION

Every human life, from its earliest stages, bears inherent dignity. HB2184 reflects this truth by requiring funeral homes to treat fetal remains with the same care and respect afforded to any other human person. This is not a radical departure from existing practice; it is a natural extension of a principle that most Arizonans already hold.

For families who have experienced pregnancy loss, the grief is real and profound. The law should support their ability to mourn and memorialize with the full assistance of licensed funeral professionals. Denying families access to those services sends the wrong message at one of the most painful moments of their lives.

From a faith-informed perspective, the unborn are not biological material to be managed and discarded. They are human beings made in the image of God, and the manner in which a society treats its most vulnerable members, including those who never drew a breath outside the womb, reflects its deepest moral commitments. This bill encodes that commitment into state law in a direct and practical way.

The scope of this legislation is appropriately focused. It does not overreach into unrelated policy areas.
