OUR POSITION

This bill represents a serious and substantive effort to extend legal protection to children across a wide range of circumstances. By raising the age of consent to 18 and tightening statutes governing assault, stalking, enticement, indecent exposure, and the distribution of explicit material, Alaska would close gaps that predators have historically exploited. These are not symbolic gestures but operative legal changes with direct consequences for enforcement and prosecution.

Scripture is consistent in its call to defend the vulnerable and pursue justice on their behalf. Children, made in the image of God, deserve the full protection of civil society. Proverbs 31:8 instructs us to speak up for those who cannot speak for themselves, and the law is one of the most powerful instruments available for doing exactly that. Legislation of this kind is a concrete expression of that moral obligation.

The bill's expansion of civil claims for victims of sexual abuse deserves particular attention. Criminal prosecution, while essential, is not always sufficient for a survivor's path toward accountability and healing. Empowering victims to pursue civil remedies gives them a meaningful voice and an additional avenue for justice that is entirely consistent with a society that takes human dignity seriously.

Some may raise concerns about the practical implications of raising the age of consent, particularly regarding teenagers close in age. Legislators and courts will need to attend carefully to how proportionality and context are handled in application. But the core direction of this bill, toward stronger protection for children and greater accountability for those who harm them, is sound and should be affirmed.

The American Council supports HB101. Protecting children from sexual predation is not a partisan issue; it is a foundational moral commitment. This bill strengthens the legal architecture around that commitment in Alaska, and it merits passage and faithful implementation.
